QUALIFICATIONS
David Thill, WCGA is the owner of Capital Appraisal, LLC and has worked in the real estate appraisal and consulting industry for over 25 years. Mr. Thill attended the University of Wisconsin, Oshkosh where he received a bachelor’s degree from the School of Business in 1991. Mr. Thill initially worked for Moreland & Associates in West Allis and then Lauenstein & Associates in Fox Point, for both firms completing residential and multi-family appraisals. Mr. Thill then worked for Metropolitan Appraisal completing a wide variety of commercial appraisal assignments and worked on numerous multi-family appraisals and HUD Rent Comparability Studies.
In January 2006 Mr. Thill formed Capital Appraisal, LLC specializing in HUD Rent Comparability Studies and appraisals of multi-family properties throughout the State of Wisconsin. Capital Appraisal is based in West Bend, Wisconsin and has extensive experience throughout the State of Wisconsin. Mr. Thill is a former board member of the Wisconsin Chapter of the Appraisal Institute and is actively involved with the Washington County Foster Care program.

HUD Rent Comparability Studies
Typically for the purpose of renewing contract rents for project-based Section 8 properties. The HUD Rent Comparability Studies have been completed on both an “as-is” basis and “as-renovated” basis when substantial rehab work is proposed. According to HUD “The purpose of a Rent Comparability Study (RCS) is to estimate “market” rents for each Section 8-unit type. “Market Rent” is the rent that a knowledgeable tenant would most probably pay for Section 8 units, as of the date of the appraiser’s report, if the tenants were not receiving rental subsidies and rents were not restricted by HUD or other government agencies.
Multi-Family Appraisals Multi-family appraisals of market rate and project-based Section 8 properties, typically for estate-planning purposes.
Data Presentation Presentation of data sheets for the most relevant comparable rentals and/or presentation for project attribute/amenity analysis.
Custom Studies While our clients typically request comprehensive studies, we recognize that comprehensive studies are not always necessary. We have provided more abbreviated information/analysis that will focus on our client’s specific needs and desires.
